GREENLER WATER TOWER REPLACEMENT

Adam managed the preliminary and final design development, bidding and construction phase engineering for the replacement of two (2) existing 350,000 gallon multi-leg water towers (Greenler & Diehl) and construction of a new 1MG composite tank. The project included the construction of new 12” and 16” water mains off site by City personnel and a new 16” water main and associated site work for the new tank. The project was constructed within a compressed time schedule due to funding constraints and was completed on time and within budget for just over $2.6MM, including a net $57,000 deduct for the construction contract.

ASSET MANAGEMENT PLAN

NAPOLEON, OH

Hoff Consulting Services is assisting the City of Napoleon WTP and Operations Department to complete an update and overhaul of the current Asset Management Plan to meet Ohio EPA requirements.  A recent sanitary survey completed by Agency identified the need to refine and enhance the existing document prepared in-house.  Mr. Hoff is currently working closely with City personnel to obtain and review records and develop a detailed asset inventory.  The draft document was completed for City review in April 2020 and will be finalized in June 2020 for the City to maintain and update moving forward.

WATER DISTRIBUTION MODELING

TECHNICAL ADVISOR & CLIENT LIAISON

Hoff Consulting Services worked constructively with Stantec and the City of Defiance to create a current model of the City’s water distribution system.  He was responsible for coordinating acquisition of current data, including shapefiles for the system and record drawings of recent improvements to ensure fidelity between the GIS data and current operations.  Mr. Hoff led the efforts for hydrant flushing and system monitoring to obtain data for calibration of the model.  The model was developed within WaterGEMS by Stantec and Mr. Hoff supported the project development by facilitating local workshops and meetings to review model output and define proposed capital programs, as well as providing QA/QC review and additional input for the modeling and assessment of proposed capital improvement planning.  He also assisted in the development of the draft and final reports and local presentations.  The capital improvement report was completed and provided to the City in November 2019.

WTP HAB GENERAL PLAN

Hoff Consulting Services collaborated with PMG Consulting, Inc. to develop a Harmful Algal Bloom (HAB) General Plan in accordance with Ohio EPA requirements due to positive readings for microcystin found in raw water samples from the City of Defiance Reservoir.  Development of the General Plan entailed a complete evaluation of the existing WTP processes, including simulation of the processes through jar testing, and development of operational enhancements and/or capital improvements ensure barriers against breakthrough of microcystin in the final potable water produced by the facility.  The final report was submitted to the Ohio EPA in late November 2019.

WTP EMERGANCY SLOPE REPAIRS

Following slope subsidence on the westerly side of the WTP site and adjacent to the alignment of the existing parallel raw water mains, the City of Defiance engaged Hoff Consulting Services (HCS) to obtain proposals from prequalified firms to complete detailed investigations and design for short-term and long-term remedies to protect the raw water mains, as well as assisting in coordination with the Ohio EPA.  Mannik & Smith Group of Maumee, Ohio was engaged to complete soil borings, site survey and development of detailed design drawings.  Mr. Hoff assisted in the review of the preliminary and final design documents, including a QA/QC review of the design and developed of a Project Manual for acquisition of competitive bids for construction.  Mr. Hoff led efforts for advertisement, opening of bids, bid reviews and recommendation for award.  The project is currently under construction and Mr. Hoff is supporting the efforts by providing contract https://www.hoffcsllc.com/wp-content/uploads/2015/08/Blog13-1.jpgistration and construction phase engineering services, including review of submittals.  Substantial completion for these improvements was reached in December 2019, with final completion of fine grading, seeding and pavement restoration anticipated by June 2020.

OHIO STREET WATER MAIN

Adam managed the detailed design development for the replacement of roughly 2,750 LF of existing water main with new 6” PVC on Ohio and Stevenson Streets in Napoleon. The project involves the connection to several existing water mains throughout the route and provisions to enable continuous service to the existing customers without depressurization of the existing system. The project was bid by the City at total cost of $562,000 and recently completed construction early in the Summer of 2018.

COLLINS PARK WTP PROGRAM

TOLEDO, OH

As part of the local Professional Construction Management (PCM) Team assisting the City of Toledo in the development and execution of major improvements to the Collins Park WTP, Adam served as the assistant program manager for the first five (5) years of the program. The overall WTP improvement program is anticipated to exceed $450MM and carry beyond the year 2020. Specifically, Adam was responsible for leading the technical review for detailed plans and specifications developed for the various capital improvement projects. He assisted in coordinating the development of RFPs and scopes of work for design professionals and provided program support to the City, as requested. Efforts included technical review and input for the design development and implementation of the Collins Park Electrical Upgrade (CPEU), Maintenance Building, Basin 7 & 8 (40MGD) Improvements, Ozone Facility and Heather Downs Pumping Station Projects, as well as the Program-Wide SWP3 Concept Plan.

WEST MORENCI WATER MAIN

Adam assisted the Village in the acquisition of CDBG and OPWC loan and grant funding to enable the replacement of roughly 1,200 LF of 4” transite water mains with new 8” PVC, including new hydrants, valves and water services along West Morenci Street (SR120), from Noble to Sawmill. Efforts included acquisition of a permit from ODOT for open-cutting the pavement along the State Route, as well negotiation of reimbursement from the Ohio Gas Company for trench restorations due to relocation of the gas mains. The overall project was completed on-time and within budget.

DISTRIBUTION SYSTEM OPTIMIZATION PLAN

Served as project manager for the development of a plan of operation for the Village of Lyons distribution system in response to requirements placed upon the Village by the Ohio EPA and as a direct result of violations for THM’s and HA5’s. Adam prepared a distribution system optimization plan to guide the Village if modifications to their day-to-day operation of the system. By implementing the modifications presented, the Village was able to reduce their running averages for THM’s and HA5’s to within acceptable range without expending any capital funds. Subsequent to the completion of the Optimization Plan, the Village further engaged Stantec to complete the design of a new elevated tank mixing and spray aeration system that was completed on time and within budget.

WATER DISTRIBUTION MODEL

Adam served as the project manager and primary author for the development of a WaterCAD model and detailed report for the Village of Lyons distribution system. This project included the creation and evaluation of a water distribution model in for the entire Village and its high service feed from the City of Wauseon. The model analysis included steady-state and extended period simulations. The report includes several alternatives for the elimination of pressure and volume deficiencies throughout the Village, as well as estimated costs for each.
