Adam served as the project manager overseeing the development of and subsequent negotiations for the Long Term Control Plan (LTCP) for the City of Napoleon for the past 17 years. The original 3-year endeavor for developing the original LTCP included extensive sampling and monitoring of existing CSO’s and SSO’s, development and calibration of a SWMM model of the collection system, consolidation of available data, financial analysis and development of a 20-year program for the elimination of all SSO’s and reduction of CSO’s. The LTCP was originally submitted to the OEPA in December 2004 and was formally accepted by the Agency in March 2006 and represents an anticipated $40MM of capital investment by the City. Most recently, Adam and Stantec staff are providing assistance and recommendations to the City in an effort to re-negotiate the terms and schedule of the LTCP implementation with the Ohio EPA. The updated Wet Weather Plan was submitted to the OEPA in July 2017 and is currently under consideration for the modification of the compliance schedule.
